I have been sending stuff on this subject. I have been a minority in silicon valley for a long time. I have seen when there were 6% latino and 6% african-american scientists/engineers. With more graduating from from universities than ever before the percentage is a COMBINED 5%. Silicon Valley is now 70 to 75 percent foreign born. It was less than 50 percent 8 years ago. It is time to look at cultural influences that happen at the level of the hiring manager. I have worked with groups and seen groups are that are 75 to 100 percent from the same province if not country. This is especially true with full time enployees over contractors. You have to look at who is in the cafeteria and the team meeting rooms. Company heads will tell you the company policy but you will need to talk to people who have actually gone through the interviewing process.
